CAMGA Releases White Paper on Regulatory Standards for Canadian Property & Casualty Managing General Agents

Tronto, ON (May 21, 2022) — The Canadian Association of Managing General Agents (CAMGA) has published a new white paper, White Paper on Recommended Provincial Regulatory Standards for Property and Casualty Managing General Agents, authored by respected insurance industry expert Patrick Ballantyne.

The white paper is available in both English and French and represents a significant milestone in CAMGA’s ongoing work to advance a clear, consistent, and fit-for-purpose regulatory framework for property and casualty (P&C) Managing General Agents (MGAs) across Canada.

In December 2025, CAMGA announced the appointment of Ballantyne as a consultant to support the association’s work on MGA-specific regulatory matters. He was tasked with examining the current regulatory environment for P&C MGAs in Canada and developing recommendations to inform CAMGA’s discussions with provincial regulators and industry stakeholders.

“MGAs play an increasingly important role in the Canadian insurance marketplace, yet regulation has not evolved in a consistent way to reflect the unique nature of the business model,” said Ballantyne. “This paper provides practical recommendations to strengthen consumer protection, improve regulatory efficiency, and better align oversight with the operational realities of MGAs.”

Key Highlights of the White Paper

The paper concludes that:

  • MGAs are a distinct and essential part of Canada’s insurance ecosystem.
  • Canada’s current regulatory framework is fragmented and not fully tailored to MGA operations.
  • Fourteen recommendations are proposed to establish a more consistent regulatory approach across provinces.
  • The central recommendation is the development of MGA-specific Fair Treatment of Customers (FTC) guidance through collaboration among CAMGA, the Canadian Insurance Services Regulatory Organizations, the Canadian Council of Insurance Regulators, provincial regulators, and industry stakeholders.
  • The recommendations address areas including Designated Individual qualifications, financial standards, compliance reporting, audit processes, and greater national coordination.

Together, these recommendations are intended to strengthen governance, enhance regulatory efficiency, and reinforce MGAs’ role as trusted partners in the Canadian insurance marketplace.
“CAMGA believes the time is right to present a thoughtful and constructive framework for MGA regulation in Canada,” said Pete Tessier, President of CAMGA. “This white paper demonstrates our commitment to working collaboratively with regulators and industry partners to build a regulatory environment that protects consumers while recognizing the critical role MGAs play in the insurance ecosystem.”

“This project benefited from the experience and insights of many CAMGA members who generously contributed their time and expertise,” said Tyson Peel, a CAMGA Board Member who led the committee overseeing the initiative. “The result is a practical set of recommendations that balances regulatory objectives with the realities of operating an MGA in Canada.”

“On behalf of the CAMGA Board of Directors, we am proud to share this important work with the industry,” said Brett Boadway, Executive Director of CAMGA. “Patrick has delivered an exceptionally thoughtful and comprehensive analysis, and we are deeply grateful for his professionalism and insight. We also extend our sincere thanks to the many members whose contributions helped ensure the paper is both relevant and impactful.”

The white paper is now available for download in English and French on CAMGA’s website.
